Pointless Task

I find at my job that I do a lot of pointless task. I do not know if they really are pointless, but they seem that way to me. I get asked for a lot of list. I get asked for list of people that did this and that, list of hours worked and list of randomness facts. It makes the time go by faster and it is fairly interesting, so I don't mind it too much, but it is annoying when I feel that I do said list and they aren't even looked at. A co-worker of mine calls it, "sorting rice." It is a task that is overall pointless, but really just is busy work.
I am kind of the Microsoft Excel guru at the office and I get asked to build spreadsheets from scratch often. This is something I enjoy doing IF they are properly used. To take the time to properly set up formulas on a spreadsheet, then to just print it out is a COMPLETE waste. I have recently made a billing spreadsheet that will generate time sheets on separate pages for all personnel that are billed on the master billing. It is very idiot proof and is pretty impressive, if I do say so myself. One of the locations we provide service for is required by the state to have non-billable lunch breaks that we have to show on the billing.  I am being asked to pretty much start from scratch to rework all the formulas so that it can take into account breaks. I asked the gentleman in charge of this state that if I did this for him, would the spreadsheets be used. His reply was, "[he] would try to get the accounts to use them."

Why would I spend HOURS doing this if you have no intention of following through with putting these spreadsheets into affect?
